In addition to the replies from the other members what we see at times is a purchase made as a Guest. A guest purchase does not allow Feedback nor can it be merged with an existing eBay account.

Why would the seller change the address you gave them to ship to? When a seller does that, they lose all Seller Protection, which doesn't appear to be the case as you describe here. If you provided an incorrect address when you submitted payment, then that is what caused the issue here.

None of this would have happened if the seller actually changed the address they shipped to from the address you gave them on the payment. Ebay does not protect sellers that do this at all. You would have been refunded in full. But since that did not happen, it appears that they shipped to the address you gave the seller on your payment, so not the seller's fault.
Look we all make mistakes from time to time. Own it, fix it so it doesn't happen again and move on. You made a simple mistake. All us humans make them from time to time. Learn from it and just move forward.
Sellers are required to ship to the address the buyer gives them on the Order.

How do you know the seller shipped to the incorrect address? Do you know the address where it went?
Or did you file an "item not received" claim and the seller provided a tracking number showing the item was delivered to the address to which he shipped? What does this seller's feedback look like? Does it look like there has been a problem with him shipping packages? Is there a chance a porch pirate took the package after it was delivered to you?
Sellers ship to the buyer's address on file with eBay. Is there a chance you have moved and not updated your ship-to address?
The highlighted statement is not correct. The buyer has the ability to select or enter a ship to address when they purchase an item. It will default to the address the buyer has set up for their primary ship to address, but the buyer is in full control of the address when they are in the Payment Process.

Actually, in the case of the "fake tracking scam" a seller that ships to another location in the buyer's Zip Code is basically good to go. eBay, since the process is automated, only looks for a "delivered" status. If the parcel went to the buyer's local gas station or library, it is the BUYER who loses eBay protection, and the MBG is a fail.Buyer victims: Jan. 2024

Hi Rebecca, the above appears to be threads concerning the shipping address scam. I know you asked for examples I think 2 meetings ago. Not sure if these will help or not.
Thanks, but we don't know that this is what happened in this particular case. You are assuming it did. Of course it is possible, but it is also possible the buyer gave the seller the wrong ship to address.
I try not to jump to conclusions. I'm not always perfect at that, but I do try.
The buyer has never answered the questions about the address they had the item shipped to on their payment.

There's also a third possibility.
If the seller is TRS, the buyer has can't leave non-positive feedback for 7 days.
But in this case, the seller's TRS status appears to be irrelevant since the buyer lost an INR claim.
I may be speculating incorrectly and @michgre_8258 hasn't come back to answer the question, but my guess (based on the OP's lack of mentioning anything implying a fake tracking scam) is that the OP has more than one shipping address on their account and chose the wrong one to have the item shipped to, possibly one that they've moved from.
