From what you have written about the shipping label information, it would seem the item was shipped via FedEx, even if it was a different shipper, you have been the victim of a fake tracking scam. The seller's send something, an envelope or small box with tracking to a different address, and uses the Delivered scan to win an Item Not Received (INR) dispute. eBay's automated INR system is not allowed access to anything but the scan information, due to shipping company's privacy policies. eBay's reps cannot get specific label information from a shipper because they are neither the sender or recipient.
When you file an initial dispute it will be closed in favor of the seller. In the message you receive telling you that, there should be an appeal button. You have 30 days from losing the dispute to appeal, but in order to win you have to do some leg work. The info below is what you have do do when this happens with any shipping agency.
You will have to go to your P.O. or a local UPS or FedEx store. You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details. In the case of FedEx and UPS, shipments if you can call them first and get them to send you an email saying the label's address does not match yours. bring a copy of that or your device with the email, with you to one of their stores. eBay will not accept an email as proof, because emails can be faked.
You want to ask the clerk to check the label address against yours on the order details page, and also to check the Package type/size/weight info to see if was is appropriate for what you should have received. . If the info does not match up, you ask the clerk to write a note on Company stationary saying in general that the shipping label's address was not yours, and if applicable that the package type/size/weight was not right for what you should have received. Show them a copy of the email, which may get the clerk to agree to writing the note. explain that ebay doesn't accept emails. Do not ask them to write specific address or package info, they cannot give it out. Have the clerk print their name then sign and date the note.
Once you have the note, you can appeal the dispute ruling, if you have lost an appeal already, you contact ebay through their Facebook or Instagram social media pages. (links below) You can write out what happened in the message, and what you found out, and add a CLEAR photo or a scan of the note to an Appeal or message. If you go the social media route which is recommended, but not always necessary, if you get the info before filing an appeal. The social media reps know about the fake tracking scams and can authorize a refund, but you will need to have the seller's username and the ebay item number. At the end of your message give them your real and ebay username. It can take a couple of days before you get a reply.

In the future I strongly suggest that you check the feedback profile pages of each seller you intend to buy from, before bidding on or buying their items. You can access a seller's feedback profile page from near the bottom of listing pages. Use the See All Feedback button below where their name is in a large font.
On the profile page if the seller has received neutral or negative feedback, click on the numbers of them to read only those comments. Never go by a feedback percentage alone. Some people who have been scammed but did not file a dispute may have left feedback saying they never received their items.

Are you past Ebays thirty day MBG? If you are, and you paid with Paypal or a cc, you have six months to file a case there.

Neither
- you
- nor eBay
- nor PayPal
can see that wrong address.
And the full shipping address right there by the bank information at checkout @sud8352
IS JUST THE INFORMATION YOU PROVIDED, SO OF COURSE IT IS STILL THERE AT CHECKOUT.
Since eBay doesn't know that it was delivered to another address in your zip code, you have to go and get that information in writing from the carrier, not necessarily the wrong addess itself but just a statement that it was not your address. Then either
- shove that at eBay, or
- give that proof to PayPal before you open and lose another case, or
- to your card issuer again first with the evidence before you lose because tracking shows delivered.

If the seller changed the address, you need to get a letter from the carrier stating that the package was not addressed to you.
Then use the letter to appeal the case.
If the carrier delivered it to the wrong address, contact them.

Thank you everyone. A gracious person from Ebay resolved the situation because I was persistent. The last person who wrote in I think nailed it because it truly seems like a scam. The way that person explained it seem exactly what was going. I finally was able to get to the correct person at ebay. If you stay cool watch your words and be assertive but not aggressive the truth works. It was cut and dry Ebay in the end noticed that I paid and gave the right delivery address. This company did not even ship it out until the date it was to be delivered and that was after inquired where it was. So I wonder was anything really ever shipped. Sometimes it could be just that a scam. Again all is well now. I just kept the faith respectfully. Assertive, persistent the hard work of getting to talk to a live person. I did not need to go here and there to delivery spots but the last person who wrote the long detail message was super cool in delivery
and knowledge also thank you everyone!!!!

Can you provide in detail how you resolved this problem? Without give personal information out of course. Did you have to contact ebay through Meta's platform? I personally will never use facebutt or insta crap. I should not need to use third party social media to get basic things like this resolved.
