I bought a titanium bolt for my motorcycle. Due to its irregular size, I had to go with a seller from China. The seller provided a tracking number from a courier called "SpeedPAK." I got a noticed that the item arrived at my home; since I was home at the time, I checked only to find that the item was never delivered. Ebay sided with the seller because of the false shipping information.
It is should be illegal to force buyers to pay for items they never received. Seeing as how this topic has been brough up already about the same shipping courier, Ebay appears to neglect the safety of its buyers. Time to close my Ebay account after decades. I hope Amazon kicks your butt.

You have to 'pay' before ANY website will 'ship' you something...so what is the point there?

The carrier is the one saying they delivered it.
Contact the carrier and find out where it was delivered and see if it was addressed to you.
If they miss-delivered it, they can try to get the package back.

I get items all the time from Macao, China...Tracking usually does not show up as "delivered" in eBay. I think I saw it one time once. And I cannot track the item from China to USA. But I always receive my items. I tried many times to see the tracking service provided but usually get those "warnings" to leave the sites.
I don't think I ever saw tracking showing "out for delivery" or "delivered"....of something from China.
I have a Honda 2003 and got a part I needed last year without going outside the USA. I went to a motorcycle store and they got it for me in my city.
I somehow think we are missing some parts of the story.

SpeedPak tracking, is used for the international shipping of an item from China. Once it reaches the U.S. it is handed over to the USPS for the domestic delivery. The tracking info on ebay should show a USPS tracking number.
If you have been the victim of a fake tracking scam. The seller sends something, an envelope or small empty box with tracking to a different address, and uses the Delivered scan to win an Item Not Received (INR) dispute. eBay's automated INR system is not allowed access to anything but the scan information, due to shipping company's privacy policies. eBay's reps cannot get specific label information from a shipper because they are neither the sender or recipient.
When you file an initial dispute it will be closed in favor of the seller. In the message you receive telling you that, there should be an appeal button. You have 30 days from losing the dispute to appeal, but in order to win you have to do some leg work. The info below is what you have do do when this happens with any shipping agency.
You will have to go to your P.O. or a local UPS or FedEx store. You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details. In the case of FedEx and UPS, if you can call them first and get them to send you an email saying the label's address does not match yours. bring a copy of that or your device with the email, with you to one of their stores. eBay will not accept an email as proof, because emails can be faked.
You want to ask the clerk to check the label address against yours on the order details page, and also to check the Package type/size/weight info to see if was is appropriate for what you should have received. . If the info does not match up, you ask the clerk to write a note on Company stationary saying in general that the shipping label's address was not yours, and if applicable that the package type/size/weight was not right for what you should have received. Show them a copy of the email, which may get the clerk to agree to writing the note. explain that ebay doesn't accept emails. Do not ask them to write specific address or package info, they cannot give it out. Have the clerk print their name then sign and date the note.
Once you have the note, you can appeal the dispute ruling, if you have lost an appeal already, you contact ebay through their Facebook or Instagram social media pages. (links below) You can write out what happened in the message, and what you found out, and add a CLEAR photo or a scan of the note to an Appeal or message. If you go the social media route which is recommended, but not always necessary, if you get the info before filing an appeal. The social media reps know about the fake tracking scams and can authorize a refund, but you will need to have the seller's username and the ebay item number. At the end of your message give them your real and ebay username. It can take a couple of days before you get a reply.

In the future I strongly suggest that you check the feedback profile pages of each seller you intend to buy from, before bidding on or buying their items. You can access a seller's feedback profile page from near the bottom of listing pages. Use the See All Feedback button below where their name is in a large font. On the profile page if the seller has received neutral or negative feedback, click on the numbers of them to read only those comments. Never go by a feedback percentage alone. Some people who have been scammed but did not file a dispute may have left feedback saying they never received their items.
As a long time member you know how to find a feedback profile page. The above is for newer members.

You may have missed the point here. Or maybe it's the way the OP phrased the problem.
He bought an item from China. He paid. The tracking states it's been delivered. But it was not delivered to his address. He is stating that it's wrong for him to have paid for something he never received. People here are advising him to go to the carrier and get written certification that yes, it was delivered, but not to him.

Have always been told that the carrier won't tell you the exact address where it was delivered, but will confirm that it was not YOUR address. You get that information on paper and present it to eBay.

They are not supposed to tell you the address, but it depends on who you talk to and how well you know them.

Good advice. Also, eBay has added a new Sort option on the feedback profile, which defaults to Relevant, and switches back to it when you change views. At least, that's the way it works as of this writing; nobody knows what improvements eBay will introduce tomorrow. Be sure to toggle that sort to Recent and keep checking it to see if it has changed back to Relevant.

Update: Unfortunately, there is no appeals option for me, and I dont feel like calling Ebay again.
Good news is that the package finally arrived with a label from a company in KY to CA sometime between Feb 14-15, even though the tracking says it was delivered from China to CA on Feb. 8. >.> It looks as though it was shipped from China to KY, where another label was slapped on top, and reshipped to CA .
--All the seller needed to do was to tell me to wait another week. While I'm relieved to get my item, Ebay was absolutely no help. Ebay just closed my case after I complained that the seller never responded to my attempts at contacting them. I don't see how Ebay's problematic practices are defendable. fool me once. good luck to everyone.
