If you have proof, make a Police Report that the FedEx delivery person falsified their documents in a scheme to defraud you of your shipment. FedEx is pretty good at taking a picture of the location where they drop off a package. Did they show you a picture of the drop off. Sometimes you can look at the picture on-line if you have the tracking number.

I not only seen the picture i have a screenshot copy of it. Plus copies of all messages sent and received from start to finish. plus i have witnesses that they didn't as they said deliver cause we were waiting to assemble them. my plan is to make a police report. but now it also comes under "Elder Theft and Fraud" seeing my age and income. forget ebay and fedex talking to someone, you cant get passed their ai. and they don't care.

You may have been the victim of a Fake Delivery Scam. This is where someone sends a random item to a random address within your zip code. When you tell eBay you did not receive it they will look and see the Tracking Number has been delivered and deny your claim.
Before you complain to eBay get the Police Report and submit it to eBay with a Letter from FedEx as well stating item was not delivered to your address and submit this to eBay when you claim that you did not receive the item you ordered. eBay can refund you, but you have to prove to them that the item was not received.

@Anonymous,
It is not A.I. that is the cause of your dispute being denied, it is the privacy policies of the shipping agencies, that will not allow anyone but the sender access to the shipping label information, address and package type/size/weight, that is at fault. eBay's INR system can only check the semi public tracking information, for a delivered scan. If there is one they decline a dispute. However, in the message you receive saying the dispute was closed there is an Appeal button. You have 30 days from losing the dispute to appeal, but in order to win you have to do some leg work. The info below is what you have do do when this happens with any shipping agency. FYI, a police report will not help you.
You will have to go to your P.O. or a local UPS or FedEx store. You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details.
You want to ask the clerk to check the label address against yours, and also to check the Package type/size weight info to see if was is appropriate for what you should have received. If the info does not match up, you ask the clerk to write a note on Company stationary saying in general that the shipping label's address was not yours, and if applicable that the package type/size/weight was not right for what you should have received. Do not ask for specific address or package info, they cannot give it out. Have the clerk print their name then sign and date the note.
Once you have the note, you can appeal the dispute ruling, You can write out what happened and what you found out, and add a CLEAR photo or a scan of the note to an Appeal or message. The appeal is looked at by a real person and the note should be sufficient proof to over turn the original finding.
You can also try contact ebay through their Facebook or Instagram social media pages. (links below)
If you go the social media route which is recommended, but not always necessary, unless you lose the appeal, because the reps on those sites know about the fake tracking scams you will need to have the seller's username and the ebay item number. then add a clear photo or scan of the note to the message At the end of your message give them your real and ebay username.

In the future I strongly suggest that you check the feedback profile pages of each seller you intend to buy from, before bidding on or buying their items. You can access a seller's feedback profile page from near the bottom of listing pages. Use the See All Feedback button below where their name is in a large font. On the profile page if the seller has received neutral or negative feedback, click on the numbers of them to read only those comments. Never go by a feedback percentage alone. Some people who have been scammed but did not file a dispute may have left feedback saying they never received their items.

with a Letter from FedEx as well stating item was not delivered to your address
@stephenmorgan
Unfortunately, the "written letter" is basically impossible to obtain. Does eBay know this? Of course they do, but it allows them to deny redress for the victim.
In the cases of the "fake tracking scam", FedEx did their job. The shipped to the address on the label when misdelivery is ruled out.
Victims of this can go to their credit card, but they MUST GIVE UP ON THE "ITEM NOT RECEIVED" issue and ask/focus on what information is required when a FAKE TRACKING SCAM is employed. Some things to consider: Was the tracking number initiated before the purchase was even made? Is the size, weight, of the parcel inconsistent with the item ordered? etc. etc. all the things eBay does not check.
Though not often recommended a victim can "beat the eBay bot" in this case by filing an "item not described" claim instead. They get a return label from the 'seller' and return some air, just like they received. Buyers seem to prevail, even if they are given a label with "fake return address".

well feed back seems worthless seeing how sellers can block or remove it like what was done with mine saying "not received no refund". no i don't think ebay needs my business anymore. i'm good with that. i am learning already with the most recent purchases i've made dealing directly with producers and manufacturers. plus they have no problems with my no fedex choice. ebay has changed, not fun anymore when you don't know if when you push that "Buy Now" button, it could be another chance to be ripped off. i made some large fun buys traveled and met some really great people. used to be fun. no more how sad is that?

@Anonymous,
You replied to ittybitnot writing:

When you lose a dispute, it automatically voids the possibility of leaving negative feedback or can get one already left removed. However, since a fair number of people do not open disputes, but do leave feedback, sellers could have negatives and neutrals about non delivery, posted by them.

well it looks like the seller in question has shut the door of their store. when you search their other items for sale, a box appears saying "we are sold out ect." i reported fraud to ebay expressing witnesses and evidence about what's shown in the fedex photo like only one when order was for three. hopefully now others can't fall victim by them again and the ai will catch further acts to open more stores. as for me? i'm still questioning if online shopping is trustworthy anymore. i will continue to refuse to buy if fedex is the only choice in shipping to me.
