Once you go to PayPal, any case at eBay will immediately close, and eBay can no longer help. But eBay doesn't have what PayPal has @sterling-peaks to file a dispute for delivered to the wrong address, like this:

Which is exactly what you need to do -- but at PayPal and not at eBay -- to get your refund for a fake tracking scam.

It's not a shame. eBay honestly said that they will not help you. They put it in writing.
You don't need a direct phone contact number to eBay: Once you file with PayPal, eBay can no longer help with that transaction. Again, eBay put it in writing.
Now you will hit eBay where it hurts -- and hurt it will @sterling-peaks since eBay must cover the loss as the seller has disappeared -- to get your refund(s) from PayPal or from your card issuer with a SHIPPED TO WRONG ADDRESS claim, not an item not received claim.
