I bought a dresser/tv stand on eBay from a seller with all good reviews (from China). The item did not have tracking on it so I figured I would just wait until the last day it said it would come (July 19 - July24). I filed a did not arrive claim on July 25th. The seller uploaded tracking information on July 29th. The only thing is they uploaded the wrong tracking info. It is delivered to my city, but when I called FedEx they said the name and address on the tracking report are not my name or the address I used for delivery. I called eBay and they said the only thing I can do is appeal the order the day after the did not arrive claim closes. I also messaged the seller that the info is wrong and I never received the package just so it is in my records. Is this correct? If so, how do I go about it?

Short answer: Stop ordering goods from China.
There have been many, many previous eBay threads regarding sellers from China failing to send merchandise; or using phony tracking information; or shipping incorrect items.
Sellers in China are fully aware that the eBay procedure for filing claims can be very complicated, and they do not hesitate to use this process against us -- it's a very unsubtle form of commercial warfare.
China is not an economic friend of the United States -- please don't enrich them any further.

You need to get a letter from FedEx stating that the package with that tracking number was not addressed to you.
File mail fraud with USPS.
Use those to appeal the case.

I tried to get a letter from FedEx but they will not send me a letter stating that the tracking number was not meant for me. The lady I was on the phone with kept telling me I need the account number of the seller to get that.

I think you will waste lot of time and get no results if you continue pursuing the case via ebay, fedex, the seller.
Appeal the case to your CC company. Most of the time they side with their client. Prepare your case, whom you wrote and when, when you contacted ebay, fedex, the dates, or even the names, what you have been told etc. Also when you contacted the seller. The idea is to show that you tried everywhere but to no avail.
One minor drawback is that once you file a dispute with your CC, your ebay case will close, and you won't be able to escalate the case. To avoid this drawback is to continue the process with ebay (most likely wasting more of your time and nerves), and once you get their final decision, e.g. they side with the buyer, only then file with your CC company. The idea is not to appeal your case with two different entities at the same time.

Sound like the typical "fake tracking scam". So long as there is a recorded "delivery" associated with your order you are going to lose the eBay claim you make for "item not received" no matter where you file it. If you do not give up on the "item not received" idea, PayPal if you paid that way or your credit card company will simply send the claim to eBay who will respond with the same "delivery confirmation" and even though it is FAKE, nobody is going to check and your proverbial goose is cooked.
Do not contact the regular customer service you get on eBay via call back or chat. You are connected to outsourced foreign call center agents that have little authority to help you, and are famous for giving incorrect advice that will make your situation worse if you follow it.
Instead contact eBay through one of their social media platforms. Use the blue message button on this page:

Explain that you are a victim of a FAKE TRACKING SCAM, provide the item number, and what you have found out so far. Ask for their assistance. There is a chance they will take care of the problem right away, especially if the seller has been making a habit of this. Check to see if your seller is still a registered user. If they make you get a written correspondence from FedEx, try these numbers and ask if they can attach a document to an email. This information is relatively new and recently provided but worth a try if social media agents send you on the "hoop jumping" program:

Keep in mind that FedEx has done their job. They delivered the parcel to the address on the label. Even if you can't get a written document or an attachment, you don't need to know where the package went, ONLY that it was not intended for or delivered to YOU. If eBay doesn't like it, it will help with a claim somewhere else.
If you filed with PayPal, they have a new choice in their dropdown: "Shipped to wrong address" and you should proceed with the directions. PayPal, just like eBay is totally aware of this problem, but has provided a procedure to use. Going to PayPal will close any eBay case you had going, so you may wish to "wait until eBay 'throws you under the bus AND backs up and runs you over' to go there.
As @martin2001 said you can also go to your credit card. Again, not while your other options are still open. MAKE VERY SURE THEY KNOW THIS IS A FAKE TRACKING SCAM ISSUE, NOT an INR problem.
There have been other suggestions as well that simply filing a "not as described/missing parts or pieces
claim" with eBay before you get on the proverbial merry-go-round. Essentially, it is a Money Back Guarantee claim where you either get a return label or MONEY in advance to send it back, or in four days you get a refund. If you get a label, use it to send back exactly what you got "box of air". This is simply beating the eBay Denial Bot at its own game, and may not be for everybody.

Unless they have proof it was addressed to someone else, they could loose an INR case with their credit card also.
Credit card company will contact Ebay, they provide the tracking number showing it was delivered and that'll be it.

I think I got a refund already. eBay sent me an email stating that I will be getting a full refund in 3-5 days. I had proof on the tracking because they sent the tracking number for a different zip code.

The tracking number shows that the zip code it was sent to was not even the correct zip code on eBay's website. I started DM-ing eBay on Instagram and they seemed to have taken care of it pretty quick. I got an email saying that my refund will be to me in 3-5 days.

Yeah I will no longer order from China. I got an email saying I will be getting a refund in 3-5 business days from eBay after contacting them on Instagram. The tracking number they used was not even for the zip code I put for delivery.

I did not use a credit card for this purchase. I used a debit card. I recently got an email from eBay saying that I will be getting a full refund.

They did not even use the same zip code that I used for shipping. It showed that on eBays website. I just got an email stating that I will be getting a full refund after 3-5 business days.
