Where are Regional Rate USPS Boxes A & B in shipping options?

Why has eBay dropped the option of Priority Mail Regional Boxes A & B ? When we ship priority mail these USPS boxes are not included in the choices for shipping. What's up, they were always included in the recent past.

Did shipping rates go up for USPS? Charged $4.13 first class package NY.

Does anyone know if they implemented the USPS increase? I printed a label on Stamps.com for a 4 ounce first class package to New York and was charged $4.13. I remember being charged more in the past if I'm not mistaken.
