Did shipping rates go up for USPS? Charged $4.13 first class package NY.

Does anyone know if they implemented the USPS increase? I printed a label on Stamps.com for a 4 ounce first class package to New York and was charged $4.13. I remember being charged more in the past if I'm not mistaken.

Temporary holiday postal rates

Why haven't the "temporary holiday postal shipping rates" decreased as promised? The rates were to return to what they were prior to the start of the holiday period and were to end at 12:00am CST today (1/22/23)!
