How to exclude just 1 listing from the Ebay International shipping program?

How can i exclude a single listing from the Ebay International shipping program. I could do this under global ship program, but i am not seeing how to do this under the new International shipping program. Any help is appreciated!! Thanks!

Shipping Cost

Why must I pay an additional shipping cost on my end if the buyer paid the cost already in the price? I'm being prompted to pay a shipping fee in order to print a label. I understand I may have to pay UPS a packing cost when I get there in person.
