I listed a set of china. I plugged in the size and dimensions of the large heavy box when I created the listing. I used one of my shipping policies that offers UPS, FedEx, Parcel Select, and Priority Mail (not flat rate). The china sold, and the buyer selected "padded flat rate envelope." I checked my listing and confirmed that was not a choice I offered. I started a "sell similar" to check, and saw the correct intended shipping information. I called CS and the rep said that Padded FR envelope was, indeed what I had entered when I created the listing. I looked at my listing from the buyer's view, and see it does say that - and it was the only method. So, there is a mismatch between what I entered and still have for that listing when I look at it, and what buyers see. Needless to say, I am not shipping a set of china in a padded FR envelope. The CS rep did not acknowledge an eBay problem and told me to ask the buyer for more money. Instead, I'm going to eat the extra cost. I am disappointed about the program allowing the buyer to underfund shipping. More importantly, I'm concerned that what I enter doesn't match what the buyer sees. The CS rep didn't understand what I was telling her because her view matched what the buyer saw. I have had mismatches before, but didn't look into it as carefully. Now I see the problem, but eBay rep blew me off. Anyone else have this?

On our end we can see padded flat rate envelope as the only shipping option. What I would do @ngnerdy is explain the issue clearly with bullet points and take a screenshot of the shipping section when you "sell similar" that confirms the error. Then contact eBay CS on social media. They are US-based reps and more likely to understand when you show screenshots. eBayforbusiness on facebook or askebay on twitter.

Because your shipping is in fact USPS Priority Flat Rate Padded envelope. If the cost to ship is more than $10.40 it will be coming out of your pocket.
You obviously made the mistake when listing.

Go to the same exact listing that the buyer win. CLICK sell similar but do NOT start the ad. If you padded envelop, YOU picked that option. It is very easy for the listing to change. I use an ipad and sometimes without touching the ipad but being very close to it, something gets selected. You need to pro-read every listing once you write it. I always click SAVE for later to "lock in " the text/choices.
You have no choice but to ship in the way that that the items arrive safely. It will cost you more. You will recover this loss in shipping by increasing the prices on other items. No choice.
