Pay for my own envelope shipping instead of Ebay Standard Envelope?

Hello. Ebay standard envelope is being ridiculous and not popping up 80% of the time!Can I list my orders as "Standard Shipping" and offer free shipping, and then add tracking and mark as shipped myself? Thanks!
