EIS Question and Mexico. Does EIS have the permits?

The old GSP didn’t allow used clothing (pre owned) to ship to Mexico. However I notice the new EIS is allowing Pre Owned and has Mexico as a destination. 

For health and sanitation reasons, Mexican federal law prohibits bringing used clothing and blankets into Mexico without having acquired the necessary permits.

 

Does this mean EIS has the permits?

I have no idea.  imo it's more likely that they just haven't thought to block the country/category.  There have been a few posts about items being sent to the IES center and once they get there, the buyers are told that the items can't be sent there and the buyers are refunded.  eBay doesn't seem to have a good grasp yet of which items to allow and not allow to be listed through EIS.

Does the seller have to provide the refund? Or was it Ebay?

If EIS keeps the item, ebay refunds.  If the item is sent back to the seller (which doesn't seem to be the norm) the seller would refund once they get the item back.
