Shipping promotion disappeared from my listings

My shipping promotion is buy 3 items and get free shipping. It disappeared. It’s affecting my multi item listings. They are set up to encourage buyers to purchase 3 for free shipping. Instead it’s charging shipping. Is this a glitch?

Search in "Manage active listings" does not work properly any more

Watchlist "Note to self" not saving(?)

Watchlist "Note to self" looks like it works and it even looks like it saves but when the page is refreshed e.g., to see if the bid has increased, all of the Notes disappear. Does anyone else experience this or is it just me?
