I purchased an expensive item from a seller in USA, and 2 weeks later USPS tracking indicated that item was delivered. It wasn't delivered to my address as confirmed by security camera. Moreover I obtained a letter from USPS that item was shipped and delivered to an address different than mine. After spending hours at USPS, and on call with Ebay reps, I submitted all paperwork including a letter from USPS.I filed a claim with EBAY - Item not received, and provided all information including the letter from USPS. I even called Ebay to make sure they have all information necessary from me. Next day, Ebay closed the case in favor of seller. I called and talked to Ebay, who told me to appeal the decision. I appealed the decision and it was denied again. How is it even possible considering that item was shipped to a wrong address(apparently seller didn't print the label from Ebay, but hand-written my address. Out of $500 and an expensive item. How is it even possible? What next steps would you take?

I filed a claim with EBAY - Item not received....
Even though you got nothing, filing "Item Not Received" when there is tracking that shows something was "delivered" somewhere, you lose. It is an automated system of denial. You have to get rid of the "item not received" concept and start thinking and fraud/fake tracking scam. The regular customer service you get on a call back or chat are outsourced to foreign call centers, are often not useful in this sort of situation either.
eBay only accepts written documentation. If you sent the PDF files you may have received from USPS eBay won't open them. Best to print out the documents and send photos of same.
You should contact eBay via one of their social media portals where you will be connected to actual US eBay employees that are familiar with this scam, and have the authority to help you. One is by using the blue message button at the top of this page:

eBay knows all about this. it is reported daily on this forum. The carriers know all about this, PayPal knows, and the credit card industry knows. It seems everyone KNOWS about this and hopes you don't know what to do, and you insisting on INR is will not be helpful for you.
Keep in mind if you go to PayPal (if you paid that way) or your credit card and keep insisting on Item Not Received, you will lose there, too. They simply send the claim to eBay, who responds with the same phony delivery information, and it will close in favor of the seller. At the same time when you file someplace else it absolves eBay from having to help you any longer, so it is best to exhaust all possibilities with eBay first before moving to the next place to try and get redress. So from now on, your problem is called something else: Fake tracking scam fraud.
There is also an alternative that sort of beats eBay bots at their own denial game. That would be to file an "item not as described" claim instead. Wrong item sent, or missing parts/pieces would suffice. The seller has three days to send you a return label or refund you. If they don't, you return to the case and escalate i.e. ask eBay to step in and help. If you get a label simply return a small package with "air", and you should be refunded once there is a recorded delivery of same. Though ethically quite different than the usual, it has been reported to be a successful alternative BEFORE going to your credit card.
There is plenty of discussion on this topic. So far these are just from Jan. though today and may give some more insight into the process. Not only do you have to deal with the crooks, you have eBay to deal with as well. Good luck, and let us know how it turns out.

When was item delivered?...and what day did you contact eBayitem never arrived ? Was it beyond 30 days of item delivered? Was there any notifications from USPS of item when it was going to be delivered?
Wass there a notification of item out for delivery and also "delivered"? There should be tons of emails about tracking and such. in your in box of emails....and also USPS website....and also eBay site.

IF your statement from USPS makes it clear that your name and address were NOT on the package associated with the tracking number you were given … you should have no difficulty getting a refund from your credit card company.
Phone the number on the back of your credit card and ask to speak to their Fraud Department. Explain that you were the victim of the ‘Fake tracking number scam’ and that USPS has provided you with written evidence of the scam.
Do the above AFTER you’ve given eBay a chance to refund you … but don’t waste too much time or mental anguish before turning to the easier method.

PayPal is ready to investigate your fake tracking scam @raimilk2 and refund, if that's how you paid.

- The item was delivered to the wrong shipping address
PayPal will ask the "eBay Commerce Inc." for the actual shipping label and failing, will force a refund back to you.
