I offer free returns so I understand I pay return shipping. But what if I give an immediate full refund and tell buyer to keep the item- am I still charged for a shipping label?

I stopped selling a year ago due to losing money on shipping fees. Anyone have suggestions on how best to avoid this? My area Post Office automatically upgraded to USPS Priority if it wasn’t an envelope.
