Buyer paid, item shipped next day. This was over 2 weeks ago, the item's
still sitting in a USPS Distribution Center. I want to refund the buyer

Not sure if this applies to your situation, but if you didn't edit your
promoted listings to the new 2% minimum percentage, ebay might have made
those listings invisible. Or I might be misunderstanding the meaning of
