how to change shipping policy

how do I change my shipping policy? 

Ebay says it is sent?

Why is it that when I get a notice that my purchased item has been sent, that I find out that only a tracking number has been made and the shipper is still awaiting the item from the seller? This is very misleading to me and i'm sure others.
