Need clarification on pkg size for EIS please

Hi,  I'm looking into EIS and wondering about package size.

  I was reading here: https://pages.ebay.com/internationalshippingprogram/seller/terms/

It's number 3, d, ii on that page.    it looks like packages must be at least 7 1/4" wide x 10 1/4" long.   

Most everything I ship is in gift boxes which are put inside bubble mailers that are 9"x6" with some being 11"x9".

   Am I reading the requirement correctly and that means I'd need to upsize my bubble mailers?

FTR, the exact text of that section reads, "Packages must meet or exceed 7.25 inches in width and 10.25 inches in length".

That sure sounds to me like a minimum size, so your 11"x9" envelopes would be OK but the smaller ones aren't.

I think that IF you have the correct dimensions in your listing EiS will not be offered on the smaller bubble mailer and EiS will be offered on the larger mailer (by default)........

I would just test it.....
