Unable to link to my Paypal

I am trying to link my ebay account to paypal through My eBay--> Account-->Link to my Paypal account. After I enter my login information on Paypal, it redirects to a general "Sorry - your last action could not be completed" page. Thanks!

Logging in and out of ebay accounts issue.

When i sign out of one account and try to sign into my second account, making sure to actually switch accounts and passwords. It logs me into account 1 even though i used the credentials for account 2 ???? and i cant actually switch between accounts.
