NO notifications (email) from eBay

I have received NO email notifications since mid-August ( watchlist, buyer details including item and tracking info). Have notified eBay at least 5 X's. I am told they will fix the problem and yet time after time it is not fixed.

Shortly after refunding a sale, Ebay notified me that the proceeds had been refunded. My customer states that ebay has refunded nothing and will soon be demanding a money order. Do I have any back-up from ebay to prove I returned his money?
