Not able to leave feedback

I’ve always been able to leave feedback from my phone but the last couple days I keep getting an error message. Anyone else have an issue like this or am I just lucky?

I had a conversation with support, they told me that an item/return would be “closed” because the buyer did not return it in a timely manner. What does “closed” mean and why is this information not showing up in the app?
