Resolved! Seller refusing to ship paid for item claiming time delay until they actually receive payment.

Seller is refusing to ship item until he receives his actual payment. He then changed the delivery date from 6/29 to 7/5 - 7/9. I’ve never had this issue… or any issue.. before. Can a seller do that?
