Seller refusing to ship paid for item claiming time delay until they actually receive payment.

Seller is refusing to ship item until he receives his actual payment. He then changed the delivery date from 6/29  to  7/5 - 7/9. I’ve never had this issue… or any issue.. before. Can a seller do that?

If the seller's funds are not immediately available from payments for an item they sold to you and you paid for, they are not allowed to hold shipment until the funds are released

The estimated date of delivery, as shown in your Order Details, does not change from the delivery date indicated when you paid for the item.
