Can’t seem to use American Express even when paying with PayPal

Recently my payments for purchases when using PayPal have not been charged to my preferred payment method which is American Express when buying on eBay. When buying from other sites American Express is being charged. Has anyone else noticed this?

When clicking on view items for sale there used to be a column on the left of the page which showed the categories of the items for sale and other sorting options. This has disappeared. Anyone else experiencing this?
