Return an item page not working for me.

Trying to return an item but having a problem with the returns page. After entering a reason for a return and loading a couple pictures as requested, the Confirm Return box stays grayed and doesn't respond so unable to actually submit the form.

Issue with Bulk Editing - Buy It Now price / Lower By $ - auto populates at $0.99

For the past two days when I go to Bulk editing to lower my prices, it auto populates at $0.99 and will not let me go below this amount. We have been utilizing Bulk editing to lower our prices by $0.50 for several years. Please advise !
