Why does eBay allow multiple listings, same used item & picture, from different sellers?

eBay does not allow a seller to post the same item more than once. OK, so why does eBay allow the same used item, same pictures and description, to be posted by 5 or more different sellers?

Autofill of offer amounts, absence of submit button

Offers cannot be made to watchers without the number autofilling. You have to fight for each number to enter and then the submit button does not work.

2nd PAYOUT on FRIDAY ANSWERED

Tracking Failing to update on ebay

UPDATE - My issue has been resolved Mailed item on 07/12/25 using eBay label. Tracking was never updated on eBay but tracked just fine at USPS and item has been delivered. It does not show delivered on eBay.
