Trying to list new items today, can’t get past the Promote or No thanks button. What’s happening?

Everytime I list an item for sale on eBay app the promote your listing comes up and does not allow me to accept or decline. The app just freezes and I have to shut down my phone to reset the app. The problem started a day or two ago.

When in Apps to download eBay it shows “open” and couldn’t get the eBay icon on my phone

shipping package size input should allow for one size to be less than an inch

I am not able to enter package dimensions less that an inch. I would like to be able to take advantage of the lower shipping rates for flat envelopes. Please enable package sizes of less than an inch in at least one of the package size dimensions.
