I live in Korea and the accound is in japanese. How to change it?

I lived my whole life in Korea and I never registered the account in anywhere other than Korea. But the language is in either Japanese or English. How to fix this issue?

usually there will be info regarding eBay's fees, tax collected, and amount paid for shipping on the order pages. this is now gone and we're not finding it anywhere else. payment history is also completely wiped.
