Been using eBay for years and it now won’t update app because it says I need ios16 which I cannot get on my phone.

Error (-1009)

eBay app would not work so I deleted it and went to reinstall it with no success. I have plenty of data. The odd thing is that on the app it says it’s open but then it gives me this error message.
