My app don’t work. Say it need update it won’t load. Says I need iso 13 something my phone is not due for update. I guess I will quit using eBay if it’s that stupid. Unless u can help

Not Getting Item Ending Notifications on App

I'm no longer getting the 15 minute item ending notifications on the eBay app. I've uninstalled the app and check that all of my notification settings are correct and have not been able to figure out what is the problem.
