Is any one else seeing massive drops in impressions after the 7/11 min change on promotions? This is really looking bad for the future if this is what ebay is doing to us. My listings where set to 1.1% promotions, i didn't raise them to 2% to see what happened. I had/have an 80% drop in impression. Really, 80% drop ebay? My interpretation of this is, if you do not promote your traffic is nonexistent. Its as if say I'm used to buying dr pepper and the company wasn't making enough profit, so they water downed their product making the concentration of 1 two liter 10% Dr Pepper and 90% water. Now If I want Dr. Prepper I have to pay double what I used to pay and the product is still watered down.
Also, I'm seeing a substantial in my organic impression because of this. This shouldn't happen. This is EXTORTION LITERALLY EXTORTION. If you do not agree to pay this non-deserving company extra money when they are providing even less than before then you get nothing.
Why does no one in company think about what this will do to the user base on the platform? How many people will continue to stay here and be abused, extorted, and essentially stolen from before they've had enough? I just don't understand why they (ebay) treat their customers (Sellers) so bad.

Want to know the future ladies and gentlemen? I can't say when but I believe soon, we will all receive an email saying to improve seller's experience 2% will no longer be the min; it will be increased to 3%. Then after that 4%, 5% or as much as ebay feels it wants to take from us. Guarantee it folks! Read between the lines, ebay will demand so much in fees they will start to outprice their service compared to the rest of the market. They are already charging a higher fee percentage than Amazon is some categories once you factor in all variables. Pity, ebay was such an enjoyable place to be before greed took over

I'm not entirely sure I understand what you are saying about your impressions. However, on average, when I'm running a PL campaign, I'd guess about 80% of my impressions are PL, and about 20% organic. By retaining 1.1% you ensured that your PL impressions would all but vanish on the 11th or 12th. That was clear from ebay's announcement: existing PL listings with less than 2% would not be shown as PLs after the change. (And, of course, now when you go to create a new campaign, you can't choose a number less than 2%)
So, if you are concerned about the drop in PL impressions, you can start a new campaign at 2% or higher.
I think most sellers would agree that the increase in the minimum from 1% to 2% is of no benefit to sellers, and is designed to increase ebay's revenue with virtually no effort on ebay's part. This is also true of the change in how the PLS rate is calculated: from item price to item price, shipping and sales tax total is a significant change, and one that is designed solely to benefit ebay's revenue, with little effort on ebay's part. It has no benefit for sellers.
Of course, these changes could backfire on ebay, with sellers reducing their use of PLs or eliminating them entirely. But I think ebay is confident sellers will continue to use PLs and with these two simple changes ebay has ensured itself a nice bump in revenue without any real work.
As a seller, I'm not happy with these changes , but ultimately I have to decide what is best for my business. And in my case, I will continue to use PLs (although probably at a lower rate than I had been using, and probably more selectively). I will also look at alternatives, such as using social media to drive traffic to my listings , as well as alternate selling platforms.

Not sure if this applies to your situation, but if you didn't edit your promoted listings to the new 2% minimum percentage, ebay might have made those listings invisible. Or I might be misunderstanding the meaning of "Ad not showing".
