Promoted Listings warning from eBay- "Ad not showing"

I had been promoting some listings at 1%. When the 2% deadline arrived, I left those listings as they had been- 1% promotion.

On 7-14-22 I noticed on my Active Listings page my promoted listings had messages stating "Ad not showing". I immediately remove all promotions. After doing that, 'Ad not showing' was replaced by "Eligible [to promote]" (see screenshots below).

I would like to know if the blackout was limited to only the areas where promoted listings are featured, or were those listings not being shown anywhere on ebay?

It only concerns PL placement.........

This was in the announcement---ebay did not require sellers to move up to 2% once the change occurred, instead, ebay simply stopped showing any PL listings under 2% as PL listings.

So, zero effect on organic placement.

If you want to use PL, you need to set it at 2% or above. If you don't want to use PL, just ignore it

It's now a 2% Minimum for standard PL or it won't show!
