As policy is currently written, it applies to overnight domestic shipping. If the policy changed internally, eBay owes affected sellers fee credits until the date they can update the public-facing policy page and make sellers aware of the change.

I sure as heck would stop offering next day shipping if this fee discount was quietly eliminated, and worse yet, not changed in the rules.

My whole point of this thread is that as far as I am concerned ebay can not be trusted on things like the $100 fee credit and they have set up a system that makes it very hard to resolve any issues like incorrect charges.
It still just amazes me that to get competent customer service help you have to go to a major competitors platform to get it.

Actually maybe a better approach to this is to ask sellers to share their experiences. Especially sellers that have had it work like YOU think it works. Have you ever had any seller say that for them it works as you believe the policy reads. Just a suggestion.
The policy is very straightforward, the exemption says next day or international,no such thing as next day international.
I do not doubt that no one has been able to get the exemption, I believe that what likely happened is that they threw in the policy but they either lack the technical ability to code it or just do not want to.
Obviously it isn't if there are different interpretations of it. As I said earlier I respect your opinion / view point. So lets just settle this and I will tag someone that can tell us exactly how the policy is to be interpreted. I may be wrong. I'm willing to accept that.

Hey @mam98031 and @wastingtime101 We just received clarification on this! What I stated in my previous reply was not correct. It does, in fact, apply to international orders that have a cheaper shipping option, OR domestic orders with 1-day shipping, in addition to a cheaper option. In EITHER of those two scenarios, the FVF should be charged on the cheaper shipping option.
This information is included under "International shipping final value fees" because it will always apply to international shipping scenarios, but the logic we are using also looks at 1-day shipping offer (which typically is domestic, but doesn’t have to be).

Thanks for confirming kyle@ebay. I appreciate the definitive answer. As mentioned above, that's always how it's worked in my experience when I've offered 1-day shipping options in conjunction with domestic ground services. Good to hear the fee is still supposed to be applied as the policy is written.
Were you able to find out if there is an error with the fee application? Sellers have been reporting they are being charged fees on the amount buyer pays for 1-day shipping instead of fees on the lesser expensive domestic shipping option.
As mentioned earlier, you passed this on for investigation as a tech issue last July when others reported the problem - can you see if eBay looked into that? There are several clear screenshots here from @ssateneth that show the problem and the OP said the same thing was still happening in December. Not sure if @bashort is still encountering the problem as they said they were going to stop offering buyers a 1-day shipping option because of the fee error.
One detail provided in July is sellers saw the problem when using calculated shipping, but when offering a flat free shipping option the fee was correct. System is recognizing the free ship option, but not the paid cheaper domestic option.

Actually, the info is under "final value fees," not "international shipping final value fees." You'll notice there's also info under those exceptions for Authenticity Guarantee domestic shipments. 😉
"If you offer 1-day or international shipping" ... translation = If you offer 1-day [domestic shipping] or [direct] international shipping
