Quick filters option not available

On one of my Ebay accounts, the Quick Filters option does not appear in the Seller Hub. There is a toggle switch, but nothing happens when it is clicked. Can you help?

Unable to List Similar

For the past 55 minutes whenever I try to list something I'm getting the message "We're sorry there was an error. Response parsing failed with an exception ". This is happening on 3 listings thst are now sitting in drafts. What's going on?

Parsing error when listing
