Unable to send offers to buyers

Unable to send offers to buyers. Seller Hub shows that I have 6 listings eligible to send offers....but when I click on it, nothing loads. I've refreshed several times.

Location search showing items from worldwide sources instead of selected country

I am not sure if this is due to the revamp of the site, but location search is completely useless now. As you can see, when I select to only see results from Germany, about 90% of the results shown are still located in the USA.I tried this on ebay.de...
