Mattress Protectors are incorrectly charged a Mattress Recycling Fee

The California Mattress recycling fee is supposed to be for "Mattress, box spring, foundation, and base".As such, a mattress PROTECTOR is none of those, as it is basically a sheet, and should NOT have that fee. Is this a bug? TIA
