Starting Price disappearing

When I have been trying to list an item and either review or go to list it, the starting price is not there. After several attempts somehow it does get accepted.

Ebay tells them I don't ship to their area...which is Indiana. Come on now Ebay.....get it together. I ship anywhere in the USA. How do I fix this so the buyer can pay?

Site Preferences - Multi Quantity Listing - Out of Stock Option
