Can't manually relist items, page does not load.

I haven't been able to relist items, the page isn't loading, https://www.ebay.com/sl/list/v2?mode=RelistItem&itemId=235537430964&sr=wn. I don't get any errors, it's just blank.

Listings are duplicating

I have relisted some items with the 80% off fees promotion, but it keeps duplicating item numbers. I have used 38 listings but the number of listings remaining says 36 and keeps decreasing. Why is this happening?
