Been having this problem a couple weeks. You send an offer to a watcher (blind offer), and ebay says offer was sent, but item still remains in the eligible item send offer list, it doesn't get removed from the list. I don't know if the offer really gets sent or not. You can attempt to try multiple times, but it never gets removed from the list.
