Completed PayPal Payments Not Rolling to Awaiting Shipment Screen

International PayPal completed payments are not showing up in my awaiting shipments screen. This has occurred with two transactions in the last 14 days. The payments have been made in a foreign currency and have been approved by me on PayPal.
