I get the message, "Your eBay account does not meet the requirements to sell on eBay. Please review the requirements and update your account before listing on eBay." when I try to bulk relist items. If I relist items one at a time, I don't get this message. What am I doing wrong?

The obvious question would be, DID you review the requirements and make SURE you have met them? Have you been told to sign up for managed payments?

i think what is happening happens to me too....if i am listing a lot of stuff individually, i get to a point where ebay wants me to make a paypal payment to cover the listing fees i have gotten and will not let me list until i do so.
it is usually at $200.
so maybe you are bulk listing so many items that it is over a certain amount of fees that they are going to charge you.
maybe try making a paypal payment for the fees ahead of time so you have credit in your ebay account?

Okay captain obvious, I SWITCHED to managed payments a WHILE ago as my account dates back to 2004 and received an invitation BEFORE most accounts had to begin switching to it. I called eBay back in early JANUARY and was told THERE was a BUG they were working on which is causing the issue. It's February 1ST and THE problem is still THERE.

no need for snark... HTH were they supposed to know you signed up already?
there are many sellers who are running into the same problem because they never started/completed their mangled payment signup...

Having the same issue. I have been in managed payments for a while and have received payments through it, so that is not the issue. It seems to be a glitch.

Same here. I've already set up my manage payments and have received payments and encountered this issue tonight. I wish they would at least send an email to let sellers know they are having issues.

Check your automatic payment method that pays for your listing fees. At least one user has said that after updating the automatic payment method, listing was possible again.

Thank you for trying to help. I checked that and it was already setup too. I had eBay call me back on my phone and the operator said it was an issue on their end and they are trying to fix it. She said they have received multiple calls on the issue.
eBay sends emails all the time to sellers about discounts and whatnot. A simple email that says "Hey we're having some issues on bulk relist. Hang in there while we work on this." can't possibly be that hard and would have cut down on their phone calls to their reps.

Try adding a credit card as your automatic payment method or backup payment method.

I am having this problem. I called Ebay yesterday and was told it was a glitch, they would report it and it should be fixed in 24 hours. That did not happen.

Seven weeks (?) and still not resolved for me. A chat helper acknowledged the glitch, but no timeline...
