I have been trying to load tracking number for orders shipped today but the screen is not responding! What should I do? I'm trying to post the tracking on time to keep a good seller rating but the system won't let me!

Same here, it was working earlier this morning for me but can't upload my tracking for tonight's sales. Hopefully this bug gets worked out soon.

Called eBay, agent said 30% of calls received this evening are about this issue.

This is happening to me too. Trying to contact Ebay but it says they are too busy to call back. Are you still having issues with it?

Same issue here.
The form is not auto-populating the carrier name.
When the Submit button is clicked, the form does not transmit the data.
Notice that, normally, a small banner pops up toward the top of the form near the header when the form is fully loaded. That's not happening now. The form seems somehow disconnected from the system today.
Maybe related: Also attempted using File Exchange to upload tracking. All failed stating "Invalid TransactionID", although theoseTransactionID values were downloaded from eBay minutes prior.
Issue needs to be fixed fast, or you're gonna have a lot of sellers **bleep** about being dinged for late shipments.

I can verify this, just got off the phone with eBay and Selling Tools support is aware of this issue and is trying to fix this.
They recommended to mark the item shipped and message the buyer the tracking info. I'm not sure what they will do about the seller rating.
