That looks like a problem with style sheets not loading for that page.
Often the problem is related to a particular browser: settings, cache, cookies, or add-ons. If another browser allows the page to load correctly, that would seem to point to a problem with the original browser. If clearing cache and eBay cookies does not help, try temporarily disabling add-ons or extensions. If you are using Firefox, try disabling "Enhanced Tracking Protection" on eBay using the shield icon that appears to the left of the page address.
If multiple browser show the same problem and there are no common add-ons or plug-ins, there may be a network problem.
In the UK last November there was a similar problem that many users experienced that turned out to be due to a third party "child safe" setting used by several internet service providers; disabling the "child safe" setting or changing to another provider allowed the pages to load until the setting was fixed.
