Been using eBay for years and it now won’t update app because it says I need ios16 which I cannot get on my phone.

I should have had 2 payments cleared on the 1st to my PayPal nothing has gone in yet ?

I can list my item

Please help me I can’t list my the item on eBay. I have linked my email address with PayPal & it linked already. But can’t list item because one of error keeps coming. It says link your email address with Paypal
