Why does my purchasing item don’t appear on the purchase history and the seller didn’t send me a mail on my eBay that I’m purchasing their item?

I sold 12 napkin rings the buyer paid me kept a napkin rings and now I’m getting the money deducted for the napkin rings so I’m losing out on the napkin rings and the money I don’t get what’s going on

Everytime I try to complete a purchase my card is declined

Everytime I try to complete a purchase with my visa gift card it is declined even though I have enough balance to make the purchase. I don’t understand what the problem is all my info matches eBay just won’t let the payment go through.
