Seller fees payment

I am receiving email that there is $2.59 seller fees in my account to pay but when I sign in, I can’t find the payment option for seller fees! Could you guys help me to figure it out please?

Shipping Exclusion cannot be modified

Whatever I do when list items (including absence of limitations for all my listings at my Seller dashboard) Chile and a bunch of other countries are still in Exclusion list? Is it eBay limitations? And can it be solved?
