Been using eBay for years and it now won’t update app because it says I need ios16 which I cannot get on my phone.

I can't access my paypay because of limited and they been told I have a positive amount of 0.83 come from eBay so they need me to clear it, first I need to know how I have this positive balance and I need you to clear this problem, please.
