New feed back system will not let me leave positive feed back. It says “Opps something went wrong”

Feed back system does not work all the time. I leave positive feed back and i get the error “Opps something went wrong” over and over again. this new feed back just sucks.

Refunded a buyer and saying he did not receive it through PayPal. I received his payment through PayPal and sent him a refund through PayPal that shows it went through. He is saying he did not receive the refund because he paid by debit card By eBay....
