Refund Problem

Refunded a buyer and saying he did not receive it through PayPal. I received his payment through PayPal and sent him a refund through PayPal that shows it went through. He is saying he did not receive the refund because he paid by debit card 

By eBay. My PayPal refund shows paid??? 
any ideas? I think he will have to investigate because both eBay and PayPal shows as done and satisfied.

how long ago was the refund given? i know when i have had a refund from PP it takes a couple days at times to get it put back on my card. OR...i have had a few times it also JUST refunded to PP and had the money just sit there instead of refunding back to my card.
