Been using eBay for years and it now won’t update app because it says I need ios16 which I cannot get on my phone.

I can’t download a useable app and my old one doesn’t seem to work

I am unable to purchase labels via the app because of a “eBay Billing Agreement” needing to be “signed”. I can’t find any such agreement and have been clicking through my account on my laptop and emails. I’m not a new seller …and always used my phone...
